why cant i get on it?

Can you login to DirectAdmin, and where does the error appear? If you can login to DirectAdmin, check your permissions of /domains/domain/public_html and any and all root folders above that.

Do you have an index file inside public_html and not inside of a folder other than public_html?

When I try post a big post on my blog, I get error with you don't have permission to access, I think it is trouble with max_execution_time in php.ini
max_execution_time = 60 ; Maximum execution time of each script, in seconds

If your posting a blog that takes more than 60 seconds for php to run a script then you need to break that blog up into multiple blogs. That blog would have to be huge to not allow the execution of the posting script to complete in 60 seconds.
